Shenzhen Municipal Market Supervision Bureau: 29 Batch Of Primary And Secondary School Uniform Examination Failed
In June 4th, the official website of Shenzhen Market Supervision Bureau informed the results of quality supervision and inspection of primary and secondary school uniforms in Shenzhen in 2019.
In February 2019, the Shenzhen municipal market supervision bureau organized the supervision and spot check on the quality of school clothing products of primary and middle school students in Shenzhen.
According to the requirements of quality standards for primary and secondary school students' clothing (SZJG16-2013), infant and child textile product safety technical specifications (GB31701-2015) and national basic safety technical specifications for textile products (GB18401-2010), the 28 compulsory items of decomposable carcinogenic aromatic amine dyes, formaldehyde content and pH value of primary and secondary school uniforms sold in Shenzhen were examined.
In 2019, Shenzhen primary and secondary school uniform product quality supervision and spot checks, the Bureau increased the assessment of the "baby and children textile products safety technical specification" (GB31701-2015) last year, and increased the assessment of the "instructions for use". Judging from the results of the examination, the project was the largest number of problems found in the spot checks. 25 batches of substandard products were found, and the detection rate of substandard products was as high as 31.2%.
The inspection and spot checks conducted a total of 80 batches of primary and secondary school uniforms for 26 sales units in the circulation sector of Shenzhen. 51 batches of qualified products were found, 29 batches of substandard products, and 36.25% of substandard products.
In view of the quality problems found in spot checks, the Bureau has already dealt with disqualified production enterprises and business units in accordance with relevant laws and regulations.
According to the regulations of the Shenzhen Special Economic Zone on product quality management, the Council decides to publish the results of the supervision and spot check.
First, the results of spot checks are analyzed.
The unqualified items found in the supervision and spot check of the school uniform products are: rope belt, size change rate of washing, water washing after distortion, joint performance, fiber content, yarn linear density deviation rate, product use instructions (identification).
(1) rope
Rope refers to all kinds of textile or non-woven materials, with or without decoration, ropes, belts, belts, etc.
Improper or unreasonable rope belts can cause mechanical hazards to students, such as injury, stumbling, asphyxia, and so on, which is a potential factor that endangering students' safety.
The reason why the rope project is not qualified is that the enterprises do not strictly regulate and design and produce according to the GB 31701 mandatory national standard.
GB 31701 4.4.3 has clear rules for the ropes of all parts of children's clothing under 14 years of age.
There are 5 batches of products that are not qualified for the inspection. The main reason is that the length of the rope or the circumference of the rope circle does not meet the standard requirements. It is suggested that when the enterprise is rectify, the waist waist rope should be fixed and cut short, and the two sides of the vest should be fixed or redesigned.
(two) size change rate of washing and distortion after washing.
The size change rate of washing is the change of size after washing.
The rate of distortion after washing is a distortion of the front and back of the garment after washing.
The size change rate of water washing and the rate of distortion after washing are important indicators for assessing the size change after washing.
Clothing with severe deformation after washing affects wearing.
The washout size change rate and the unqualified rate after washing are mainly related to the raw materials, including fiber properties, organization structure, yarn twist, yarn thickness, fabric structure, weaving method, fabric density and so on.
(three) seam performance
The joint performance of clothing refers to the extent that the seam of the garment is disconnected from the seam after being subjected to external forces during its use.
The performance of the joint is not up to standard. In the process of wearing, the appearance of the garment will be cracked due to the wide range of movements, which will cause the embarrassment of the wearer. What's more, the wearing performance of the garment will be seriously reduced.
Joint performance is an important index for assessing durability performance of woven garment products. For example, SZJG-16 "quality requirements for primary and secondary school students' clothing" is less than 0.6cm for the joint performance of woven student clothing, and fabric breakage, fabric tear, yarn slippage and sewing thread breakage are not allowed during the test.
The fabric quality of students' clothing affects the slippage, which is mainly related to fabric properties and fabric style, such as twist, count, structure, tightness of warp and weft yarn.
(four) fiber content
Fiber content is an indication of the raw materials used for textile and clothing products.
Consumers often choose to purchase textile and clothing products according to the indicated fiber content. If the fiber content is not right, they will directly damage the legitimate rights and interests of consumers.
(five) yarn linear density deviation rate
Yarn linear density is one of the commonly used yarns to describe yarn thickness.
The larger the yarn density is, the thicker the yarn is, and its value will affect the style, physical and mechanical properties of the fabric.
(six) instructions for use (identification)
User instructions (identification) is an important way for consumers to understand product quality information. Users can purchase, wash and maintain products according to information guidelines on product instructions.
Therefore, whether the tagging is correct or not is directly related to the use of consumers.
The failure to use instructions (labels) is mainly due to the lack of attention to the labelling of sample labels (tag and durability label), and no accurate and standard labeling is carried out according to the standard requirements.
In this spot check, the safety category is the most unqualified item in the product use instruction (identification) project, which also reflects that the production enterprises do not pay attention to the standard dynamic in time. They also do not understand the standards. They do not realize that primary and secondary school uniforms belong to children's clothing. The GB 31701 and the safety technical requirements category should be marked on the instructions.
Two, spot checks and warnings
(1) producers must organize production in strict accordance with laws, regulations and national standards, and shall not produce or sell unqualified products.
(two) sellers must strictly implement the inspection and acceptance system for incoming goods, check the qualification of suppliers, verify product qualification certificates and product identities, take measures to ensure the quality of products, not sell unqualified products, and discontinue sales of the unqualified products declared.
Consumers should return the goods if they want to return them.
Three, consumption guidelines
When parents purchase primary and secondary school uniform products, they suggest buying them at regular sales points, and pay attention to the following matters:
1. when buying, pay attention to whether the information on the instructions (labels) is complete and whether the contents are clear and clear.
For school uniforms worn by children under 14 years of age, their instructions should be marked with GB31701 and safety technical requirements.
2. carefully choose the school uniform products with rope or rope, so as not to hook up when playing, resulting in danger of injury, tripping and suffocation.
3. when purchasing, check whether the sewing lines of all major parts of the school are straight and firm, and whether the fabric is tight or not, so as to avoid the disjunction of stitching joints and affect the fastness of wearing.
4. the newly bought school uniform should be washed and used again.
Because after washing, it can wash off the floating color of most school uniforms, at the same time, it can improve the pH value, protect the human skin better, and wash away the residual formaldehyde in the fabric, so as to ensure the safety of the students.
