Liao Cracked Down On Environmental Crime, Renovating Leather And Other Industries.

The Liaoning provincial environmental protection department and the Provincial Public Security Bureau jointly issued a circular recently, calling for a concentrated effort to crack down on environmental crimes in the whole province in order to effectively implement the newly revised "

The circular calls for key industries and illegal activities, including steel, cement, coal-fired boilers and other air polluting enterprises; paper, chemical, printing and dyeing, medical and other key water related enterprises; heavy non-ferrous metal mining and smelting, lead-acid batteries.

And heavy metal discharge enterprises such as electroplating, and enterprises that produce hazardous wastes such as refining, chemical and pharmaceutical industries.

The main measures to deal with the illegal activities of escaping from supervision and control of pollutants include: directly discharging some or all pollutants without processing facilities; opening emergency disposal valves for pollutants disposal facilities in non emergency situations, directly discharging some or all pollutants; discharging untreated pollutants from the intermediate processes of pollutant disposal facilities; and stopping operation of pollution treatment facilities in the course of production, operation or operation.

The key environmental pollution crimes include: discharging, dumping and disposing of radioactive wastes (including waste or toxic substances containing infectious pathogens) in the core areas of drinking water source protection and nature reserves in violation of state regulations; discharging, dumping or disposing of radioactive wastes (toxic wastes and hazardous substances, including toxic substances, toxic substances and other harmful substances), which are caused by infectious pathogens, in violation of state regulations, causing pollution of water sources, soil and vegetation; and illegally discharging, dumping and disposing of hazardous wastes, especially in other places where illegal waste dumping is carried out in the system of hazardous waste pfer.

The legal liabilities under the law shall include: strict enforcement of administrative penalties for enterprises with such environmental offences and crimes according to law, and administrative detention of persons directly in charge and other persons directly responsible for meeting the conditions of administrative detention.

Those who are suspected of committing crimes shall be pferred to judicial organs for criminal responsibility according to law.

Environmental protection and public security departments have set up telephone calls separately to encourage the masses to actively report clues to environmental pollution.

Those who provide important clues and verify their authenticity shall be rewarded according to relevant regulations.

It is understood that in recent years, the Liaoning provincial environmental protection and public security departments have been working closely in combating environmental crimes.

Last year, the Liaoning provincial public security system carried out the special action of "sword cutting pollution" in the whole province, and set up the Liaoning provincial public security environmental security corps, which played a deterrent role to environmental offenders.
