In September 29th, the head of the inspection and supervision department of the General Administration of quality supervision, inspection and Quarantine issued the first stage supervision and spot check of the import and export commodities outside the catalogue in 2014.

On the whole, the quality of imported goods closely related to consumers is not optimistic in all spot checks.

From May to August this year, the AQSIQ organized the first stage supervision and spot check on import and export commodities other than statutory inspection catalogues.

It is the outstanding feature of the spot checks that "comprehensively cast nets, focus on control, precise spot checks, and achieve remarkable results".

Agencies at all levels have conducted spot checks in the national ports, domestic markets, export production enterprises and freight distribution centers, and have completed the full coverage of the main circulation channels for import and export commodities.

The sampling involves 3 categories and 13 key commodities, including medical ventilator, plant protection machinery, cotton harvester, self ballasted fluorescent lamp, high voltage sodium lamp, power pformer, small household electrical appliances, clothing, wooden floor, wet towel and so on. A total of 3385 batches of products were inspected nationwide, 1180 batches were found unqualified, and the detection rate of substandard products was 34.86%.

Spot check

The results showed that the failure rate of imported goods was 36.78%, and the rate of failure of export products was 28.17%.

In the first phase of the 13 key commodities, the failure rate of household appliances was 15.53%, the failure rate of machinery and equipment was 23.61%, the medical equipment failed rate was 81.03%, the clothing failed rate was 39.5%, the disposable hygiene products were 42.13%, wood products and wooden furniture were 8.22%, and the dangerous chemicals were 52.38%.

Unqualified

The rate was 59.38%, and the clothing failed rate was 16.07%.

According to product category, the failure rate of mechanical and electrical products is 36.52%, the failure rate of textile and textile products is 33.88%, and the rate of disqualification of resources and chemicals is 41.62%. Among them, the failure rate of imported medical equipment is relatively high. The main reason is that the safety mark is not qualified, and the failure rate of exported household appliances is relatively high. The main reason is that electrical safety is not qualified.

The failure rate of imported disposable sanitary products of textile and textile products is relatively high. The main reasons for the failure are the total number of colonies and label labels which are not qualified. The failure rate of export garments is relatively high. The main reason is that the label is not qualified.

The failure rate of dangerous chemicals imported from resources and chemical products is relatively high. The main reasons for the failure are unsafe data sheets and Chinese warning labels.

According to the country of import of products, the number of imported products in Korea, Italy, Japan, Vietnam and the United States is relatively large, and the detection rate of substandard products is relatively high, averaging 42.48%.

Unqualified products are mainly concentrated in clothing, mainly due to label labels, fiber content and color fastness.

On the whole, the quality of imported goods closely related to consumers is not optimistic in all spot checks.

A total of 2328 batches of imported consumer goods such as household appliances, clothing, wood flooring and wet wipes were collected, and the rate of unqualified products was 34.97%, which was 7.26 percentage points higher than that of similar export consumer goods. Among them, the imported unqualified clothing covered 261 batches of 603 brands of goods. Spot checks were found 10 times. The top brands that failed were: ZARA, Bershka, Hermes, Muji and fashion uprising.

The AQSIQ has handled the unqualified products found in the above spot checks.
