The guidance of the Ministry of education on the problem of arbitrary charging for schools in Compulsory Education (hereinafter referred to as "opinions") indicates that the compulsory education law clearly stipulates that "school-age children and adolescents are exempt from entrance examination."

Local people's governments at all levels shall ensure that children and adolescents of school age enter schools near their places of residence. "

However, due to the gap between the conditions of running schools and the quality of education, high-quality educational resources can not fully meet the needs of society, resulting in the problem of school choice.

"Opinions" issued 10 "prohibitions" and "standardized enrollment and enrollment order" was listed as the first.

Educational administration departments in all regions should prohibit the enrollment of public schools in the compulsory education stage (hereinafter referred to as schools) in the name of various kinds of experimental classes.

Schools are prohibited from organizing or participating in various training courses for the selection of students.

Schools are prohibited from collecting school fees in any name and way, and resolutely cut off the connection between school choice students and their interests.


In improving the policy of enrollment and enrollment, the opinion points out that educational administration departments in various regions should scientifically define the scope of school services and allocate fairly high-quality educational resources according to the number of school-age children, the number of young people and the distribution of schools.

Formulate and implement the policy of assigning quality high school enrollment quota to junior high school.

During the period of school enrollment, important information such as enrollment scope, enrollment time, enrollment plan and enrollment procedures must be announced.


At the same time, we should narrow the gap between the weak school and the high quality school, so that the compulsory education schools in the region will meet the local school running standards.

We should enhance the level of teaching management in weak schools, establish a communication system between teachers and principals in the region, and gradually equip schools with basic staffing.

According to the opinion, we must resolutely investigate and punish all kinds of illegal fees charged for school choice, and investigate the responsibilities of relevant units and individuals.

All localities should establish a notification system for the regulation of educational fees, and improve the regular and omnidirectional supervision and inspection mechanism.


The funding mechanism for urban basic education needs to be improved in Haikou.


In the first half of this year, the special audit survey of urban basic education funds carried out by the provincial audit department showed that the funding mechanism for basic education in Haikou needs to be improved, the development of urban basic education is uneven, and the phenomenon of school choice is still serious.


Funding gap is charged by fees.


Through auditing, we find that financial input is insufficient and resources are too concentrated in quality schools. To a large extent, basic education depends on various fees.

For example, the budget of education department in Haikou from 2008 to 2009 accounted for only 52% of the total investment and 46% of the total investment, and the gap was mainly solved by charges. In Haikou, 73 primary and secondary schools accounted for 80% of all kinds of tuition fees, which accounted for 80% of the school's operation and development expenditures. Among them, school choice fees, borrowing fees, disguised contributions and tuition fees accounted for 76% of the tuition fees, accounting for 60% of the school's operation and development expenditures. The actual operating costs of 44 primary schools in Haikou city were 32, accounting for 73%.

From 2008 to 2009, infrastructure and other capital expenditures in 2 secondary schools in Haikou accounted for more than 80% of all secondary schools, and 3 primary schools accounted for 77% and 93% of capital and other capital expenditure respectively.


Students across the region are more common.


The adjustment of the enrollment area of compulsory education schools is not timely, the scope of the quality schools is too small, the scope of the weak schools is too large, the students in the cross districts are relatively common, and the phenomenon of choosing schools is still serious.

From 2008 to 2009, 8 out of the secondary school students surveyed accounted for 45% and 35% respectively, and 5 out of primary school students accounted for 50% and 47% respectively.

Some schools fail to strictly enforce the "three restrictions" policy in high schools.

From 2008 to 2009, 7 high schools recruited 16990 people, including 9002 students who chose school, 6107 students who chose to choose schools, and 2 times the number of school enrolment plans.


Some schools charge the students at compulsory education stage to receive "donation grants" linked to enrollment.

In the autumn of 2009, 7 schools received 13 million 500 thousand yuan from the students outside the district to donate money to students.

At the beginning of the new term, the Hainan Price Bureau organized the special inspection of education fees in the whole province, and checked the fees of education at all levels and schools, local governments and administrative departments.

No one knows the result of the examination, but the results of special audit of urban basic education funds carried out by the auditing department of Hainan province show that Haikou illegally charges more than 100 million yuan for school choice.


The "school choice fee" is probably a genuine Chinese characteristic. "Baidu" explains that after a student's graduation school, it will learn from a school at the last stage of study, so as to choose good or bad schools to study. The education department stipulates that the schools in the area you belong to do not charge any fees, and if you want not to study in the section schools, you have to go to other schools.

At first, there was no "school choice fee". It was called "sponsorship fee".

As the name suggests, the sponsorship fee is at least voluntary, and the sponsorship fee for going to school is a bit like the marriage of Hu commander in the model opera "Sha Jia Bang".

Reading this report carefully, I find there are many intriguing places.

One question: why should Haikou's poor education be educated? The audit found that "when the budget of the education department was allocated from 2008 to 2009 in Haikou, the appropriation only accounted for 52% and 46% of the total investment, and the gap was mainly solved by charging."

It is no wonder that the government departments often charge a lot of thunder and rain for the government to collect fees randomly. The money owed to the schools was from the end of last year. At the end of last year, the leaders of the Haikou Municipal Finance Bureau told the media that as of the end of November, Haikou's fiscal revenue exceeded 10 billion yuan, and that the general budget revenue and the planned revenue were ahead of schedule for the beginning of the year, and the budget execution was in good condition.

The total revenue of Haikou is expected to reach 12 billion yuan this year.

12 billion yuan actually left half of the education gap, this is not forced to prostitution what is it?


Question two: why is the quality school in Haikou too small? The audit revealed: "from 2008 to 2009, 8 out of the secondary school students accounted for 45% and 35% of the secondary school students, respectively, and 50% out of 5 primary school students.

There are 73 schools in Haikou, 8 secondary schools, and 5 out of primary schools.

The audit does not list the addresses of these schools. It is easy for the discerning people to see that these good schools are not far from all levels of government organs.

If we are in power for the people, some of our officials often talk about it. Can we only see whether the government is in power for the people or is in power for itself?

Question three: where did Haikou's education investment go? This year's teacher's day, the Haikou leader said: "in the past 5 years, Haikou's education has undergone historic changes, and the government's investment in education has exceeded 9 billion yuan. In the whole province, the government has taken the lead in achieving free tuition and tuition fees in the compulsory education stage, and has built, rebuilt and expanded 32 schools. The brand of education in Haikou has achieved remarkable results, the quality of education has been greatly improved, and the treatment of teachers has also improved significantly."

5 years, 9 billion yuan, an average of 1 billion 800 million per year, has exceeded Haikou's GDP400 billion of 4%, the average to every school, there are also 25 million yuan ah! So much money invested in education, why does Haikou have a billion yuan to choose school fees? Are these inputs also considered the choice of school fees, or are these inputs originally stuck on paper?


Question four: who built the money for the Haikou school? The city leaders said that in the past 5 years, 32 schools were newly built, rebuilt and expanded, but the audit report said, "from 2008 to 2009, capital construction and other capital expenditures of 2 secondary schools in Haikou accounted for more than 80% of all secondary schools, and 3 primary schools' capital construction and other capital expenditures accounted for 77% and 93% of all primary schools, respectively."

Such a large proportion of the school's capital construction is basically built on the investment of parents.

Is the government's investment not in place? Or the school does not listen to greetings, no money to build infrastructure? Who can give a clear account?


Question five: why do quality schools plan to recruit students in schools? The audit report reveals that in Haikou from 2008 to 2009, 7 high schools recruited 16990 people, of whom 9002 were school choice students, 6107 of whom were enrolled in the school enrollment scheme.

The input and expenditure of education in Haikou is neither national defense nor personnel. There is no reason for secrecy. We expect Haikou education to give a clear account. No matter how the bill is settled, the choice of school fees should be regarded as the shame of Haikou education.
